Kaiva Tech, LLC is seeking an Emergency Management Exercise
Specialist in Washington DC.

Clearance: Active Top Secret Clearance required.
Workplace type: Hybrid - 1 day in office, 4 days remote. Subject to
change depending on mission requirements.
Travel: Some travel required for Exercise related activities.
Essential Duties and Responsibilities:
Develop, maintain, and support lifecycle sustainment processes of a
comprehensive emergency management exercise program.
Plan and design phases for Department, interagency, and national
level exercises by developing and disseminating products such as
the Exercise Plan (EXPLAN), Controller/Evaluator (C/E) Handbook,
Master Scenario Events List (MSEL), player briefings, and
After-Action Reports/Improvement Plans (AAR/IP) per the Homeland
Security Exercise Evaluation Program (HSEEP) format.
Design, conduct, and maximize participation in emergency exercises.
Design and support webinar-based exercises.
Formulate evaluation guidance and post-exercise evaluation reports,
and recruit, select, and train volunteers to serve as exercise
controllers and evaluators.
Provide technical assistance to bureaus and offices for exercise
planning and execution.
Support the development and implementation of a multi-year strategy
and program management plan for emergency preparedness training and
exercises.
Conceptualize, develop, and implement a broad range of emergency
drills and exercises to test existing Department domestic emergency
plans to include tabletop exercises, notification drills, facility
evacuations and shelter-in-place drills.
Conduct logistical and communications planning for participation in
interagency exercises and for emergency preparedness drills and
exercises for domestic Department offices, bureaus, and
facilities.
Develop playbooks that can be used by customers to conduct and
execute their own emergency exercises. Assist in the implementation
of annual exercise, training, and staffing plans.
Develop, review, coordinate, and implement annual exercise and
training plans.
Represent training and exercise functions during various meetings
and activities and prepare impact statements, briefings, and other
forms of correspondence.
Conduct in-depth research and resolve complicated and sensitive OEM
exercise program-related questions, interpret policies, and
troubleshoot unresolved program issues that arise.
Required Experience and Skills:
Proven ability to solve problems and encourage consistent, solid
performance. Proficiency in qualitative and quantitative research
methods.
Excellent English language (written and spoken) communications
skills.
Ability to create and edit documentation, reports, and products
that conform to the standardized styles and guidelines.
Proven ability to manage multiple tasks, coordinate activities in
multiple locations, act decisively in daily work, and work well in
a multi-cultural team environment.
Strong organizational, communication, interpersonal, and computer
skills.
Ability to work independently to assess priorities and manage daily
coordination of details with minimal supervision.
Expert writing skills and ability to write under pressure with
short deadlines.
Expert knowledge of a wide range of qualitative and quantitative
methods and procedures to investigate and evaluate facts and trends
related to domestic emergency situations and the preparation of
appropriate responses.
Knowledge of national level policy, including the Post-Katrina
Emergency Management Reform Act of 2006; Executive Order (E.O.)
12656, Assignment of Emergency Preparedness
Responsibilities; National Exercise Program; National Security
Presidential Memoranda; and the suite of deliverables in the policy
document formerly known as Presidential Policy Directive-8 National
Preparedness
Knowledge of the Homeland Security Exercise and Evaluation
Program
Solid analytical ability and foresight to identify effective and
timely resolutions to program issues.
Education:
Bachelor's Degree or Five Years of Relevant Experience
