Job Description:
Position Summary:
Nickol Global Solutions (NGS) is seeking an experienced Budget
Analyst to work within the Program Office of USAID's Democracy,
Human Rights and Governance (DRG) Bureau. The DRG Budget Analyst
will provide a variety of services, including analyzing the budget,
assisting and aiding with financial decisions and actions, project
development and management, as well as administrative support. The
work location for this position is Washington, D.C. This is a
contract position. The start date for this position is on or about
November 1, 2024, with an initial period of performance of one
year.
Duties:
The Budget Analyst, DRG will, at a minimum:
--- Serve as an expert on budgeting and financial management issues
and activities, including historical costs.
--- Develop, maintain, and monitor the program budgets of select
offices, and related documentation to assure that funds are
available for the programs and activities.
--- Ensure that all related documentation is prepared
accurately.
--- Advise Senior Program analysts, the Budget Team Lead, and
Program Office.
--- In consultation with the core team, ensure that financial
account allocations are appropriate to meet technical office needs
and directives.
--- Assist core team with work related to the documentation, and/or
management of USAID Programs and/or Projects.
--- Serve as initial point of review for clearance of all program
documentation of specified Office by reviewing all documents to
ensure adherence to the prescribed Agency/Bureau format, to Bureau
goals and objectives, and to Agency policy and guidance.
--- Provide up-to-date guidance and assistance to specialized
Office staff in procedural matters relating to project design,
approval, obligation, and implementation.
--- Develop processes and implementation documents for the
specified Office based on substantive and technical information and
data provided by the technical officers.
--- Exercise independent judgment and apply broad technical
knowledge of programs and projects in preparing or assuring
preparation of implementation documents, concept, and decision
papers, briefing memoranda, authorizations, and Congressional
Notifications.
--- Assist the Bureau and Missions in advancing the
state-of-the-art of the development assistance discipline, and in
improving approaches in activity management.
--- Advise the Program Office on programmatic, technical, and
budgetary aspects of field support services to USAID Missions.
--- Handle field support budget transfer requests and ensures they
are entered in the Field Support Database.
--- Guide specified Office activity managers in preparing
activities for entry into the Global Acquisition and Assistance
System (GLAAS) system.
--- Advise specified Office Director on the status of requests in
GLAAS.
--- Serve as the technical office Program Manager in Phoenix and
GLAAS for the commitment of funds.
--- Assist with the Acquisition and Assistance (A&A) plan to
monitor and track the status of specified Office program actions
for obligation.
--- Advise senior Program Analysts and appropriate technical staff
members of significant problems with Phoenix and GLAAS systems
functionality.
--- Perform other duties as assigned.
Requirements
REQUIRED EXPERIENCE AND QUALIFICATIONS:
--- Candidates should have a Bachelor's Degree and at least 5 years
of experience.
--- Preference will be given to candidates with experience in GLAAS
and Phoenix.
--- Candidates with experience planning and managing budgets will
be given preference.
